    Harkand hires new group general counsel

    Harkand

    Harkand, an international subsea inspection, repair, maintenance (IRM) and light construction company, has appointed Jacqueline Hill as the group general counsel.

    Hill brings more than 15 years of experience in corporate law, most recently in energy marketing and trading in the UK. She has been instrumental in advising senior management on corporate structure and governance issues during periods of negotiation and business expansion, including joint ventures, infrastructure accession agreements, and day-to-day compliance issues.

    In her previous role as general counsel at Gazprom Marketing & Trading Ltd., Hill also provided support to the board and led a team of more than 30 legal and compliance staff to establish bases in the UK, North America, Singapore, France, Italy, and Belgium. Additionally, she was senior legal counsel at EDF Trading Ltd., and worked for private practices in London and in Melbourne, Australia.

    With bases in Aberdeen, London, Houston, and Singapore, Harkand provides offshore vessels, ROVs, diving, survey services, project management, and engineering to the oil and gas and renewables industries.

    Platts reports that a drama is unfolding as a tanker with one million barrels of Kurdish crude oil from northern Iraq lies at anchor 60 miles off the port of Galveston, Texas, in international waters. The United Kalavrvta, a Suezmax tanker holding crude valued at more than $100 million, awaits permission to discharge its cargo. The Iraqi central government has sent “warning letters” to all lightering companies in Galveston, warning them not to offload the crude or face legal consequences.
